Hi,
I'm stuck in room 15713. There is a lever that's placed just a little above the ground and Jack cannot use it.
Is there some fix to that?

This is only a bug in the HD because Vern made it impossble for Jack to pull levers that are not exactly on the building grid. Fixed, download it again.
